SITE WASTE MANAGEMENT PLAN CONSULTATION FEEDBACK
75 percent of respondents to Defra’s recent Site Waste Management Plans consultation supported the idea of such plans being legally binding. The plans aimed at reducing incidents of illegal waste disposal and improved resource efficiency in the sector require an assessment of the wastes to be produced and how this will be reused, recycling or safely disposed of. The threshold at which the requirement applies was suggested at projects with a value over 250,000 pounds, however; this is still to be finalised. See

CONSULTATION SUMMARY ON TACKLING STREET LITTER
Defra has issued a summary of responses received to their consultation on proposed amendments to section 93 and 94 of the EPA and the Street Litter Control Notices Order. The consultation proposed to extend provisions to allow the issuing of notices to premises where food and drink are sold and consumed to help tackle smoking related litter.

WEEE PROTOCOLS
CIWM (EB) has launched a new website to allow easy access to the WEEE protocols research it project managed on behalf of Defra. The site features an "online calculator" for accredited treatment facilities (ATFs) that not only works out your overall recycling efficiency but, in the case of SMW (Small Mixed WEEE), distributes the benefit of recycling/recovery rates to each WEEE Category. PRODUCER RESPONSIBILITY FOR TYRES IN IRELAND
The Republic of Ireland has introduced regulations to implement a tracking system for waste tyres. The Waste Management (tyres and waste tyres) Regulations 2007 will see the tyre industry fund a tracking scheme that will provide data on waste tyre arisings along with their final destination. Producer responsibility for WEEE in Ireland also continues to show increases in recycling rates, however more needs to be done in order to collect small items of WEEE.

SCOTTISH WASTE SUMMIT

SCOTTISH AREA WASTE PLAN PROGRESS REPORTS
The summit comes as SEPA release annual progress reports for Area Waste Plans reporting municipal waste growth rates reducing to 1 percent growth and a MSW recycling rate of 28.4 percent, a 4 percent increase on the previous year.

GUIDANCE ON THE STATUS OF TIMBER AS WASTE
The Environment Agency has issued new guidance on the status of wood as waste following the work of the joint WRAP/Agency waste protocols group. Virgin timber will not be considered waste, clean non-virgin timber will remain regulated, often through exemptions while treated timber will be regulated as any other waste. See

LIFE CYCLE ASSESSMENT OF WASTE AND RESOURCES WORKSHOP
CIWM are proposing to hold a low cost workshop which will provide participants with an insight into Life Cycle Assessment. The workshop will involve some brief presentation, followed by an opportunity for each delegate to practically experience the use of the Environment Agency’s WRATE software. Case studies of previous use of the software tool will also be demonstrated to highlight the capabilities of life cycle assessment.
