CIWM HEALTH AND SAFETY INITIATIVE SCOPING STUDY
This new report can be downloaded from the CIWM website (see link below) its findings will now form the basis of further discussions between the CIWM and key industry stakeholders to agree which recommendations should be taken forward and by whom. The report looked at H&S best practice, performance, behaviour and areas that still need attention in the whole of the waste and resource sector.

CLIMATE CHANGE BILL
The UK Government has published a climate change bill, which sets up a framework for the UK to achieve its long-term goals of reducing carbon dioxide emissions and to ensure steps are taken towards adapting to the impact of climate change. The Bill sets clear targets and provides a pathway to achieve reductions through a system of five-year carbon budgets set fifteen years ahead and also provides the powers to trial incentive schemes for household waste collection schemes. DEFRA FRAMEWORK FOR WASTE PILOT SCHEMES
A maximum of five local authorities will be granted permission to run pilot household waste collection schemes that provide incentives for waste reduction and recycling. The councils will be able to come forward with schemes to fit local circumstances but they must be approved by the Environment Secretary and follow clear guidelines set out in legislation. SEPA CONSULTATION ON PROPOSALS TO AMEND THE POLLUTION PREVENTION AND CONTROL FEES AND CHARGES SCHEME
SEPA have published phase 1 of the Pollution Prevention and Control (PPC) charging scheme consultation. The consultation proposes amendments to deliver better regulation principles; making charges clearer, correcting omissions, removing inconsistencies and putting in place lower charges for some installations. SCOTLAND AHEAD OF RECYCLING TARGETS
SEPA has released recycling and composting rate figures revealing that Scotland’s recycling and composting rate has almost reached the Scottish Government's 2008 target one year ahead of schedule. See

WASTE PROTOCOLS CONSULTATIONS
The Waste protocols project; a project to define the point at which wastes may become a non-waste product or material for re-use or recovery; has on going consultations into various waste streams, presently including flat glass and waste vegetable oil.

CLASSIFICATION AND CODING OF WASTES FROM TREATMENT FACILITIES
The CIWM are holding a meeting to discuss the Environment Agency guidance on Classification and coding of wastes from treatment facilities. The meeting will be held
