INERT WASTE REVIEW
Defra, WAG and the Environment Agency are undertaking a review of the regulation of inert waste. The review aims to develop a more proportionate and risk based approach to inert waste regulation. Specifically the review looks at inert waste exemptions, creation of a level playing field between different activities involving inert waste, inconsistencies within the landfill tax regime, waste acceptance criteria and sufficiency of guidance to distinguish an activity as either a disposal or recovery operation.

IMPLEMENTATION OF THE BATTERIES AND ACCUMULATORS DIRECTIVE
The Department for Business, Enterprise and Regulatory Reform (BERR) has released a consultation focusing on implementing the requirements of the Batteries and Accumulators and Waste Batteries and Accumulators Directive (2006/66/EC). The consultation is seeking views on possible approaches for implementing provisions in the Directive relating to the production and sale of new batteries and accumulators, and the collection, treatment, recycling and disposal of waste batteries and accumulators. CONSULTATION ON REVISED GUIDANCE FOR MONITORING MBT PLANT
The Environment Agency has released a consultation assessing the diversion of biodegradable municipal waste (BMW) from MBT.  The consultation concerns the sampling and testing needed to achieve adequate quantitative monitoring of the reduction in biodegradability in the treated BMW. The consultation should be available shortly at

AMENDMENTS TO WEEE REGULATIONS
Amended Regulations are due to come into force on the 1st January 2008, making amendments to the WEEE Regulations. Amendments include requirements for late registrations of producers, record keeping formats, final holder of household WEEE to be allowed to be returned to the Producer Compliance Scheme free of charge and change in issuing of evidence for reuse as a whole appliance.

CIWM LAUNCHES NEW VEHICLE & PLANT SUPPLEMENT
CIWM has enlisted the help of industry journalist, Malcolm Bates, to produce a new quarterly supplement to the CIWM journal that aims to provide the missing link between manufacturers and operators. Municipal Vehicle Operator (MVO) will be distributed to all CIWM members and subscribers with the journal and will act as a forum to promote best practice, spread knowledge and provide information to help operators get the job done more efficiently.
If you are an end-user using a new product, or an exiting piece of equipment in an innovative way, other CIWM members want to hear about it. If you're a hire company or manufacturer with a new product and want to put it to the test, MVO can help get the results to those that matter.
