2008 BUDGET WILL IMPACT ON THE WASTE INDUSTRY
Alistair Darling confirmed that the Landfill Tax will rise by 8 pounds per tonne each
year from April 2008. Inactive waste will stay frozen at 2.50 pounds per tonne up to 2010, and Aggregates Levy will increase from 1.95 pounds per tonne to 2.00 pounds

GOVERNMENT TO TAKE "STRONG ACTION" ON BAGS
The Government has already called on retailers to take voluntary action to encourage the shift away from single-use carrier bags. The budget 2008 announced that the Climate Change Bill will legislate so that, if there is not sufficient progress on a voluntary basis by the end of the year, the Government can exercise powers early
next year to impose a charge on these bags. See link:

HOUSE OF COMMONS REPORT REDUCING CARBON EMISSIONS FROM UK BUSINESS
The House of Commons have published a report on reducing carbon emissions from
UK business, the role of the climate change levy and agreements. The Climate Change Levy package is the second biggest element in the UK Climate Change Programme. According to the evaluation accepted by the Government, the Levy will reduce annual UK CO2 emissions by 12.8 million tonnes by 2010. APPLICATION OF THE EMISSIONS TRADING DIRECTIVE BY EU MEMBER STATES – REPORTING YEAR 2007
The European Union is running the largest multi-country, multi-sector greenhouse gas Emission Trading Scheme (ETS) world-wide. A report published by the European Environment Agency shows that the implementation of the ETS is improving. For the reporting year 2007, all Member States have delivered information on their experience in accordance with Article 21 of the Emissions Trading Directive. ENVIORNMENTAL PERMITTING PROGRAMME PHASE 2 RELEASED
The Environmental Permitting Programme (EPP) is a joint Environment Agency, Defra and Welsh Assembly Government initiative which reduces red tape for industry and regulators. The second phase of the Programme (EPP2) aims to extend the common permitting platform created by EPP1 by integrating and streamlining further environmental permitting regimes. See Link:

NEW FEES AND CHARGES SCHEME FOR LAPPC AND LA-IPPC
The Local Authority Pollution Prevention and Control (LAPPC) and Local Authority Integrated Pollution Prevention and Control (LA-IPPC) Fees and Charges Schemes
for 2008-09 will come into force in April. The package comprises of, a notification
letter giving an overview of the changes is outlined in the Notification letter. Please

THE ECONOMIC AND ENVIRONMENTAL BENEFITS OF RESOURCE EFFICIENCY IN CONSTRUCTION SECTOR
The Environment Agency has released the result of a study which evaluates the potential economic and environmental benefits of the UK construction sector improving resource efficiency. The report estimates that 6.1 million tonnes of construction waste, mainly paints and finishes, floor coverings and light fittings, are sent to land fill every year.  It also estimates that 3.9 million tonnes of construction waste such as ceramics, concrete and cement, worth £583 million are recycled.
