ENVIRONMENTAL PERMITTING REGULATIONS COME INTO FORCE
The new Environmental Permitting Regulations come into force on Sunday 6th April in England and Wales, reducing red tape whilst protecting the environment and human health. The Environmental permits are required for industrial and waste activities which could harm human health or the environment unless they are controlled. For more information see

In conjunction with this, changes to the demonstration of Technical Competence are proposed. CIWM and WAMITAB have proposed one of the two schemes currently being considered by Defra. NATIONAL INDICATORS FOR LOCAL AUTHORITIES

A reporting mechanism has been established to ensure that data for the national indicators needs only to be collected once. The Hub has been introduced with two main aims: To reduce the burden on collecting data for local authorities. DEFRA CONSULTATION ON METAL PACKAGING WASTE EXPORTS
Packaging waste exported out of the EU Community only counts towards recovery and recycling targets if there is sound evidence that the recovery and/or recycling operation took place under conditions broadly equivalent to those prescribed by relevant Community legislation. Defra have released a consultation looking at revising the requirements regarding evidence of broad equivalence for export reprocessing sites.

WALES FUNDING FOR FOOD WASTE COLLECTION
The Welsh Assembly Government has announced how much each local authority will be receiving for 2008/09 in the latest round of Sustainable Waste Management Grants. The 2008/09 allocation is up £15 million on last year and local authorities will be strongly advised to use this extra money to prepare for the separate collection and treatment of food waste. DEFRA CONSULTATION DRAFT SOIL STRATEGY FOR ENGLAND
Defra have released the draft soil strategy for England, it sets out the pressures on England’s soils and the priority work areas that have been identified on the basis of these pressures. It explains current policy measures which are in place to achieve sustainable soil management and then sets out some initial steps Defra intend to undertake in the next few years. CONTAMINATED LAND CONSULTATION ON THE DEFINITION OF WASTE: DEVELOPMENT INDUSTRY CODE OF PRACTICE
CL:AIRE has released a consultation on a new draft voluntary Code of Practice (CoP) which tries to answers the question of when materials are waste and when treated wastes cease to be waste. The CoP has been prepared in consultation with and including contributions from representatives from the development and remediation industries and the Environment Agency. SIERRA LEONE WASTE MANAGEMENT PROJECT
