MEPs VOTE TO CLASS INCINERATION AS "RECOVERY"
MEPs have backed proposals to class incineration as "recovery" under the Revised Waste Framework Directive from its second reading in the European Parliament. Members were divided over whether incineration should be regarded as a "disposal" or a "recovery" operation, but backed the Commission and Council position that it should be categorised as recovery, provided they met a certain energy standard, set through a formula. CHALLENGES AND OPPORTUNITIES IN THE COMING DECADE FOR BIOWASTE
The United Kingdom produces over 100 million tonnes of biodegradable waste every year. The government, local authorities and industry will need to focus on finding alternatives, and exploring opportunities to produce quality materials from biowaste. Facing up to the challenges of dealing with biowastes over the next decade will need the right balance of controls and incentives to encourage the reuse of waste while protecting the environment and human health, according to the Environment Agency. WASTE WOOD - THE UNTAPPED RESOURCE FOR BIOMASS FUEL
The huge potential of reusing waste wood as fuel is being wasted, Environment Minister Joan Ruddock has warned. The significant carbon and energy benefits of recovering energy from waste wood are detailed in a new information report on the sector that surveys the activities of producers, aggregators and users of waste wood. £310 MILLION TO HELP LOCAL AUTHORITES DELIVER CARBON BENEFITS THROUGH THE DIVERSION OF OVER A MILLION TONNES OF ENGLAND'S WASTE FROM LANDFILL
Environment Minister, Joan Ruddock, has announced that the Government is to release around £310 million of PFI credits to help local authorities divert over a million tonnes
of waste from landfill sites. The PFI credits have been awarded to four projects across England to help improve local waste management, and will potentially help the UK meet its landfill directive targets. See link

THE ENVIRONMENT AGENCY WELCOMES THE CODE
From 6 April 2008, all regulators, including the Environment Agency, must have regard to the Regulators' Compliance Code in setting their policies for the way that they carry out their regulatory duties. The Code supports the Government's better regulation agenda and is based on the recommendations in the Hampton Report. Its purpose is to promote efficient and effective approaches to regulatory inspection and enforcement which improve regulatory results without imposing unnecessary burdens on those we regulate.

INITIATIVE TO REDUCE ORGANIC WASTE SENT TO LANDFILL
The Waste Protocols Project, a joint WRAP and Environment Agency initiative launched
a consultation on the Quality Protocol for the production and use of quality outputs from Anaerobic Digestion. The consultation could ease the regulatory burden and could make it easier to turn biodegradable waste into valuable products such as fertilisers and soil conditioners. See link for the consultation:

'OUR ENVIRONMENT, OUR HERITAGE, OUR FUTURE' STATE OF THE ENVIRONMENT REPORT FOR NORTHERN IRELAND
Northern Ireland's first State of the Environment (SOE) report was launched by the Environment Minister, Arlene Foster on 9th April 2008. The report contains a set of 30 indicators, presented in six chapters, covering air and climate, water, land and landscape management, biodiversity, built heritage, and waste and resources. SIERRA LEONE WASTE MANAGEMENT PROJECT
